Matt Terl

Chief Growth Officer

As the Chief Growth Officer for EMKS, Matt is responsible for leading all strategic growth efforts using his exceptional experience and knowledge regarding opportunity capture, proposal development, and professional writing. Matt oversees business partner relationships, contract negotiations, and company planning and strategy execution to increase sales and growth. 

 

Prior to joining EMKS, Matt’s previous full-time position was as Director of Capture and Proposal Management for Planned Systems International, Inc. (PSI), where he led numerous successful multi-million-dollar single awards and large IDIQ and GWAC proposal efforts that amounted to significant awards.

Matt leverages his in-depth knowledge of the Federal Health IT marketplace and his nearly 15 years of extensive capture management, proposal management, and technical writing experience to continue to improve EMKS processes in support of corporate growth. He is certified in ITIL v.3 Foundation and is an Agile Scrum Master, skills he uses to facilitate strategic business relationships and assemble multi-functional teams. Matt provides exceptional end-to-end proposal response planning, production, and delivery from kickoff to contract award to ensure all government requirements are met and solutions exceed expectations. His experience ranges from directing proposal efforts for both large and small businesses, to managing cross-departmental and cross-corporate teams, to consulting on major public relations decisions and developing marketing initiatives.

Matt has a Bachelor of Arts in English with a concentration in Creative Writing from the University of Maryland in College Park, MD and a Master of Arts in English with a concentration in Creative Writing from the University of Colorado, Boulder. Matt is a recipient of the Jovanovich Imaginative Writing Award and has over 20 years of experience as a writer, editor, and instructional designer for various high-level organizations and audiences. He has done business writing and analysis, feature journalism, social media, criticism, fiction, sports writing, and freelance writing for companies that include the Washington Post, Spin, CMT, and the Baltimore Examiner.
